Benefits
Companies participating in the FTZ program enjoy significant federal
benefits, including deferral, reduction, or elimination of certain
U.S. Customs duties. In addition, the State of Ohio provides a very
important benefit to certain FTZs, including Toledo’s; through the
elimination of the State’s inventory tax.
Definition
A Foreign-Trade Zone (FTZ) is an area physically located in the United
States, but considered outside United States Customs territory.
Because the zone’s unique trade designation, goods can be stored,
exhibited, repackaged, manipulated, manufactured or mixed with other
foreign/domestic merchandise within the zone-duty-free. Duty is paid
only when goods are moved out of the FTZ and into the U.S.
Foreign-Trade Zones originated in 1934 when the U.S. Government
enacted the Foreign-Trade Zones Act.
Advantages
The Toledo-Lucas County Port Authority’s Foreign-Trade Zone No. 8 is
located at the Port of Toledo’s 150-acre Overseas Cargo Center at the
mouth of the Maumee River on Lake Erie. The Zone has a deep draft dock
with access to international markets through the Great Lakes/St.
Lawrence Seaway System. In addition, the site offers 360,000 sq. ft.
of warehouse space. Toledo’s FTZ No. 8 offers the flexibility to
build/lease and operate your own business or have it operated for you
at either the Seaport of Airport general purpose zones.
Airport FTZ
The 337-acre general purpose zone at Toledo Express Airport supports
the BAX Global Corporation international cargo-sorting hub and other
operations that can benefit from an airport FTZ.

Regulations on zone merchandise
Any foreign or domestic merchandise, not prohibited by federal law,
may be brought into Toledo’s FTZ. Goods may be displayed in the Zone,
allowing prospective buyers to inspect and sample merchandise before
buying.
